Functions like a Base Chunnel, allowing a Base to Chunnel to another Base.

The Portal doing the Sending must be turned ON and uses 100 KT of Ord.

The Sending Base must have a Friendly Code which matches the ID# of the

destintion Base, The destination Base MUST have a Dimensional Portal and

it must be OFF.

Note that the Sending Portal is destroyed in the Sending Process.
